The workshop stressed that under the title (the importance of intellectual property for entrepreneurs) that knowledge economy currently depends on harmony innovation with support and infrastructure, where the moderator (Hatem Abu Ali) to decline of the number of patents in the GCC compared with the other countries in America, Europe and Asia. The retreat presented two working papers submitted by the Director of the Department of innovation and invention in the Patent Office of the cooperation Council of the Gulf Arabic) Mohan Kumar, business development consultant program for technology incubators of the King Abdulaziz City for science and technology Abdullah Alzaid.

    Turning to the initiative of the King Abdulaziz City for science and technology, which is in the process of incubation after verifying feasibility, within the framework of the national plan for science, technology and innovation, which started in 2010 and to establish infrastructure for science, technology and innovation that has several programs to (Badir, Serb Company of individual investors and centers for innovation and technology) geographical framework is Saudi Arabia, while the second five-year plan, which will begin from 2015 and its leadership in the field of science and technology at the level of the East Middle, and then the third five-year plan: (2020) the leadership in the field of science and technology in Asia and the fourth five-year plan: 2025 goal of achieving leadership in the field of science and technology at the international level.

    The first strategic plan of (the incubation-initiated), the process is by attracting prospective entrepreneurs through research and awareness-raising campaigns and events related to the second stage (check) via the electronic submission, project evaluation, then a third phase (pre-incubation) where build models and business plans, guidance and direction to come fourth stage (incubation), which is helping to finance, business and legal consulting, and construction of facilities and infrastructure, mentoring and follow-up, finally a stage (Graduation) which support enterprise growth, and funding support.  And the stages of turning an invention into a commercial product starting register the patent, then implement the design look and then the applied experiments, prepare work plan and restructure the business, establish the business, and the agreement with distributors.
